territory in which the British Crown has sole jurisdiction,

having been committed against British officers of that

Crown, is without doubt one of which the Government of

Hongkong cun alone take cognizance, and I must, therefore,

absolutely decline to entertain Your Excellency's

request that witnesses be sont to Hein-en to establish

proof of guilt.

I trust, therefore, that Your Excellency may

see fit to isque imediate orders that Liang Tou be

extradited, in accordance with my former request, to stund

his trial in Hongkong, along with the other accused con-

cerned in the case.

As this is a matter of urgent importance, may

I ask for a reply without loss of time.
